Who Invented the Term 'Open Source'?

Recently, the OSI announced that they were planning to "crack down" on people who misuse the term "Open Source". I found this particularly intriguing because I am well aware (as are most other long-time geeks) that the term 'Open' was around long before the OSI was even a dream. Another element of that conversation that was quite interesting is that Bruce Perens claimed to have defined the term 'Open Source'. What gives him the right?
